EU to open accession talks with Ukraine and Moldova as civilian casualties rise and US plans military reduction

The European Union will formally open accession negotiations with Ukraine and Moldova on June 15, initiating the "Foundations" cluster focused on rule of law and public administration reforms. This was confirmed by the Cypriot Presidency of the EU Council. Meanwhile, the UN Human Rights Monitoring Mission in Ukraine documented the highest civilian casualties in four years during May 2026, attributing the surge to Russian aggression. Separately, the United States reportedly plans to reduce its military assets, including fighter jets and warships, allocated for NATO operations in Europe, a decision European officials suggest could impact NATO's long-range strike and reconnaissance capabilities.
