The European Union will formally commence accession negotiations with Ukraine and Moldova on June 15, opening the "Foundations" cluster which addresses rule of law and public administration reforms. This was confirmed by the Cypriot Presidency of the EU Council. Concurrently, the UN Human Rights Monitoring Mission in Ukraine documented the highest civilian casualties in four years during May 2026, attributing the surge to Russian aggression. Separately, reports indicate the United States intends to reduce its military assets, including fighter jets and warships, designated for NATO operations in Europe, a move European officials suggest could affect NATO's long-range strike and reconnaissance capabilities.
