The European Union is set to commence accession negotiations with Ukraine and Moldova on June 15, initiating the "Foundations" cluster focused on rule of law and public administration. This was affirmed by the Cypriot Presidency of the EU Council. Concurrently, the UN Human Rights Monitoring Mission in Ukraine reported that May 2026 saw the highest civilian casualties in the country in four years, attributing the surge to Russian aggression. Separately, reports indicate the United States intends to substantially decrease its military aircraft and warships designated for NATO operations in Europe. European officials voiced apprehension that this reduction could affect NATO's long-range strike and reconnaissance capabilities.
