Ukraine's Defense Minister Mykhailo Fedorov has urged the European Union to allocate €6.6 billion from the European Peace Facility for military assistance, highlighting a "window of opportunity" on the front lines. Separately, reports indicate Russian military personnel secretly trained in China on operations involving weapons of mass destruction. In the technology sector, South Korean firms Samsung Electronics and SK Hynix announced plans for a substantial $1.3 trillion investment to construct four new chip production facilities and three artificial intelligence data centers. Concurrently, the US Department of Commerce lifted export restrictions on Anthropic's Claude Fable 5 and Claude Mythos 5 AI models following enhanced security agreements. Minister Fedorov also addressed efforts to develop affordable missiles, prepare for winter, and provide grants for explosives manufacturers.
