On the evening of May 21, Russian forces attacked Dnipro, injuring 19 people, including three children, and damaging two multi-story buildings. Officials reported that a 13-year-old boy was hospitalized, while a 6-year-old boy and a 9-month-old girl received outpatient care. Meanwhile, Russia's NORSI oil refinery in Nizhny Novgorod partially ceased operations, with its CDU-6 primary processing unit shutting down after a Ukrainian drone attack on Wednesday. Separately, the Ukrainian General Staff reported 197 combat engagements across the front lines on May 21, with significant activity in the Pokrovsk direction. A Ukrainian battalion commander also highlighted challenges in the Lyman area, where civilians unwilling to evacuate are reportedly hindering military operations against Russian forces employing diverse tactics.
