Ukrainian defense forces reported approximately 1,230 Russian personnel were killed or wounded in the last 24 hours, raising total estimated Russian losses to 1,402,200 since February 2022. On June 28, 197 combat engagements took place, with Russian forces concentrating their offensive efforts in the Sloviansk, Pokrovsk, and Huliaipole sectors. Russian strikes on Ukrainian territory led to civilian casualties, including one fatality and seven injuries, two of whom were children, in the Kharkiv region's Zmiivska community. Overnight into June 29, explosions were heard in occupied Crimea, with satellite images showing fires near a civil aviation airfield in Kerch and the "Maryanivka" power substation, which experienced partial power outages. Russian President Vladimir Putin acknowledged internal fuel supply problems, attributing them to Ukrainian attacks on oil infrastructure, and confirmed a ban on gasoline exports, with a similar measure for diesel expected.
