The incident was caused by an explosive device, described as a bomb in a backpack, left outside the premises. Authorities, including Minister of State Christophe Mirmand, have characterized the event as an "apparently malicious act" and "very likely an attack." Prosecutor General Stéphane Thibault has reiterated that a terrorist qualification is not currently being considered. One report linked the incident to Ukrainian oligarch Vadim Ermolaev.
