He also confirmed that transponders in Belarus, previously used to guide Russian attacks, ceased operation on June 22, though their physical removal remains unconfirmed. The US State Department assesses that Ukraine is currently "winning the war." Meanwhile, the State Bureau of Investigation has initiated proceedings regarding alleged torture within the "Skelya" assault regiment, and Ukrainian forces reportedly targeted an electrical substation in Russian-occupied Crimea.
