This development occurs amidst heightened security concerns and ongoing conflict. A UN Human Rights Monitoring Mission report indicated that May 2026 recorded the highest civilian casualties in Ukraine in four years, attributed to continued Russian aggression. Concurrently, a Bundeswehr Space Command Commander raised the possibility that Russia might be developing technology for space-based nuclear warheads, potentially rendering parts of orbit unusable for decades.
