Zaporizhzhia plans to construct four underground kindergartens and four underground schools, with completion anticipated by 2026. The projects, valued at over one billion hryvnias, have seen all contracts awarded to three interconnected companies. One of these firms has been previously identified by local media as "builders of Fedorov" and is currently implicated in a criminal investigation concerning alleged embezzlement during fortification construction. The other two companies, described as newcomers, reportedly secured these tenders through partnerships with entities listed on the Antimonopoly Committee's "black list."
