The Parliamentary Assembly of the Council of Europe (PACE) recently adopted a resolution expressing strong concern over the human rights situation in Azerbaijan. On Wednesday, the assembly voted 68 to 8 in favour of the resolution, which "deplores the systemic practice of silencing dissenting voices" in the hydrocarbon-rich Caucasian nation. The resolution highlights the deteriorating conditions for political opponents and calls upon Council of Europe Secretary General Alain Berset to initiate an "Article 52" inquiry procedure. This procedure aims to investigate the country's adherence to its human rights commitments.
